Philippines Senate pushes reforms on hospital detention and political dynasties

The Philippine Senate is debating two major legislative reforms. Senator Risa Hontiveros and Senator Pia Cayetano are sparring over amendments to the Anti‑Hospital Detention Law (Senate Bill No. 1511). The proposal would replace promissory notes with government‑backed guarantees for indigent patients, increase penalties for hospitals that detain patients, hold directors personally liable, and extend protection to private‑room patients. Private hospitals argue the changes threaten their liquidity.

In a separate debate, Senator Hontiveros highlighted an anti‑political‑dynasty bill that could bar relatives up to the second degree from running for about 5,000 elective positions, roughly 30% of posts nationwide. The Senate version also seeks to prevent family members from occupying party‑list slots and includes provisions for unmarried partners living together. Both bills are undergoing interpellation and may be reconciled in a bicameral conference.
