Philippines Senate Weighs Voting Rules in Vice President Sara Duterte’s Impeachment Trial

The Philippine Senate is conducting the impeachment trial of Vice President Sara Duterte, with four complaints alleging misuse of confidential funds, corruption, sedition and other high crimes.

Detained Senator Rodante Marcoleta, facing a plunder case, submitted a letter asking the Senate to permit him to cast his vote despite his detention, citing a precedent from former President Joseph Estrada’s impeachment. Senate President Francis Escudero said the request will be referred to the chamber for consideration, noting his personal inclination "as long as there is no suspension."

Senator Ping Lacson publicly rebuked an unnamed senator‑judge participating in the trial, accusing him of bias (“bopol”). The trial is being presided over by Senator Chiz Escudero, amid disputes over who should hold the presiding officer role.
