Philippines Supreme Court dismisses petition challenging 12‑senator quorum in Senate
The Philippine Supreme Court ruled that a petition questioning the legitimacy of a Senate session held on June 3 was dismissed because the petitioner, a Las Piñas high‑school teacher, lacked legal standing. The court did not rule on the merits of whether a quorum of 12 senators was sufficient. The contested session resulted in the election of Senator Sherwin Gatchalian as Senate President Pro Tempore and acting Senate President, as well as new committee chair appointments.
Senators Alan Peter Cayetano, Pia Cayetano and Loren Legarda continue to dispute the validity of the session, asserting that a quorum of 13 is required. Lawyers criticized former presidential spokesperson Harry Roque for misrepresenting the Court’s decision, emphasizing that the dismissal was procedural rather than a judgment on the quorum issue.
