Philippines Supreme Court launches nationwide e-notarization

The Supreme Court of the Philippines has officially launched its electronic notarization service, making it operational as of October 19, 2026. The system allows eligible digital documents in PDF or PDF/A format to be notarized either remotely or in person through a public portal.

Users can access the service by registering through one of three Court-accredited facility providers: NotarizeIT by UNAWA, Inc.; TWALA by Ohelio, Inc.; and QLegal by Quanby Solutions, Inc. Once registered, users can select a commissioned Electronic Notary Public from the Court’s portal.

The rollout includes integration with key government agencies. The Court has signed joint memorandum circulars with the Land Registration Authority (LRA) and the Securities and Exchange Commission (SEC) to establish procedures for accepting and verifying e-notarized documents within their respective systems.

While the new digital process facilitates government transactions, certain documents such as notarial wills, depositions, and paper documents with handwritten signatures remain subject to the existing 2004 Rules on Notarial Practice.
