Philippines Supreme Court electronic notarization launch

Overview

On October 19, 2026, the Supreme Court of the Philippines officially launched a nationwide electronic notarization service. The initiative allows qualified Electronic Notaries Public to notarize eligible documents, such as affidavits, contracts, and powers of attorney, through accredited digital platforms.

The system supports two primary methods: In-Person Electronic Notarization (IEN) and Remote Electronic Notarization (REN) via videoconferencing. This process requires the use of an accredited Electronic Notarization Facility (ENF) and is distinct from standard electronic signatures.

Users can access the service through three Court-accredited providers: NotarizeIT by UNAWA, Inc.; TWALA by Ohelio, Inc.; and QLegal by Quanby Solutions, Inc. To facilitate broader implementation, the Court has established joint memorandum circulars with the Land Registration Authority (LRA) and the Securities and Exchange Commission (SEC) to ensure these e-notarized documents are accepted and verified within their systems. However, certain documents, including notarial wills and depositions, remain subject to the existing 2004 Rules on Notarial Practice.
