Piura, Peru faces rising flood risk and urban‑planning shortfalls amid El Niño

The coastal city of Piura has expanded rapidly without coherent planning, leaving garbage‑strewn streets and unregulated construction. Residents and professionals warn that the lack of mitigation works, especially around the Piura River, puts thousands of lives at risk during the anticipated strong El Niño event.

Local professional bodies have criticised national and regional authorities for not completing river‑dechanneling projects, a failure that contributed to historic bridge collapses in 1998 and threatens four main bridges linking the capital with the district of Castilla. The river, which empties inland into the Sechura desert, can create a lagoon that blocks flow, heightening flood danger. The repeated calls for urgent infrastructure upgrades highlight perceived neglect by successive governments and raise concerns about future exposure of the city and its lower‑lying areas.
