PKK says Turkey's draft 'frame law' ineffective without Öcalan's release

The statements referenced recent negotiations involving the DEM Party, the ruling AKP, and other political actors, noting that an agreement to introduce the framework law in July had been reached but that subsequent talks stalled. The organization warned that excluding Öcalan amounts to deliberate sabotage of the reconciliation effort.
