Plovdiv road reconstruction projects face legal delays

Major road reconstruction projects in Plovdiv have faced significant delays due to legal challenges and procedural errors.

A complaint filed by Parsek Group with the Commission for Protection of Competition (CPC) has challenged the selection of Dragiev i Ko for the reconstruction of Park Otdih i Kultura Street. The project, valued at approximately 4.79 million euros, was awarded to Dragiev i Ko after they emerged as the sole bidder with an open price offer. The municipality cannot sign a contract until the CPC reaches a decision, and further appeals to the Supreme Administrative Court could delay construction until the end of 2026. Additionally, funding for this project remains uncertain as it was not included in the 2026 municipal budget.

Separately, the public procurement process for the reconstruction of Arch. Kamen Petkov Street has been terminated. Following a complaint by Parsek Group regarding documentation discrepancies, officials determined that inconsistencies between the cost estimates and the investment project could not be rectified without changing the original terms. This project, estimated at 2.8 million euros, involves extensive infrastructure upgrades, including water, sewage, and electrical systems. A new procurement process is expected after the project is revised, though it remains subject to potential legal challenges and funding uncertainties.
