Poland adopts 2027 budget draft amid EU budget negotiations

The Polish government has adopted its 2027 budget draft, projecting a deficit of approximately 281.2 billion PLN. The budget prioritizes national security, healthcare, and economic development. Key allocations include 198.1 billion PLN for national defense (4.51% of GDP) and 274.1 billion PLN for healthcare. Additionally, the government plans to increase subsidies for the Agricultural Social Insurance Fund (KRUS) to over 30.5 billion PLN in 2027. To bolster civil defense, a new program has been approved to spend over 102 billion PLN between 2027 and 2031 on shelters, medical infrastructure, and equipping volunteer firefighters.

On the European level, the Irish Presidency of the Council of the EU has proposed a revised multiannual budget for 2028–2034. This proposal suggests a reduction of approximately 141 billion euros compared to the European Commission’s initial draft, aiming for a total of 1.6 trillion euros. While the overall budget would be 8% smaller, Polish officials, including Deputy Minister Ignacy Niemczycki, expressed cautious optimism because Poland’s national envelope for cohesion policy and agriculture remains unchanged, maintaining its position as the largest recipient.
