Podkarpackie regional security and civil defense enhancement

Overview

Following Russian attacks near the border, Podkarpackie officials initiated reviews of border security and infrastructure. The Podkarpackie Voivode announced meetings to evaluate border crossings and plan for the construction of collective protection facilities, temporary shelters, and hiding places as part of a civil defense program.

To support these efforts, the Polish Council of Ministers approved a five-year funding program for the Podkarpackie Voivodeship totaling over 1.7 billion PLN. More than 54 percent of these funds, exceeding 920 million PLN, are designated for protective infrastructure such as shelters and medical facilities. An additional 20 percent of the budget is allocated to rescue services, specifically targeting the State Fire Service and Volunteer Fire Services for specialized equipment and evacuation tools.

Expanding on these regional efforts, the Polish government has adopted a 2027 budget draft that includes a broader national civil defense program. Between 2027 and 2031, this new program is slated to spend over 102 billion PLN on shelters, medical infrastructure, and the equipping of volunteer firefighters. This national allocation complements the specific regional security investments previously established for the Podkarpackie Voivodeship.
