Poland advances digital payment integration for citizens and municipalities

A study by the Polska Bezgotówkowa foundation reveals a growing demand for digital payments in Poland, with 66% of citizens expressing interest in paying rent and administrative fees online. The highest interest is found among the 35-44 age demographic (52%), particularly in medium and large cities, as they seek tools to simplify daily financial management.

To support this digital shift, a draft bill on e-payments (UD287) is being developed. The legislation proposes that between 2026 and 2029, the Ministry of Digital Affairs may provide subsidies covering up to 100% of integration costs for municipalities with fewer than 10,000 residents. These funds are intended to help local governments integrate their IT systems with the government's e-payment service, which is linked to the mObywatel app.

The e-payment service allows citizens to pay administrative fees using BLIK, credit cards, Google Pay, or Apple Pay. While the financial support aims to lower barriers for smaller municipalities, experts warn that the primary challenge may be the technical readiness of domain system providers to implement these integrations.
