Lithuania and Poland are developing joint contingency plans to facilitate the cross-border evacuation of civilians from the Baltic states—including Latvia and Estonia—in the event of a major security crisis or military aggression. The coordination focuses on the Suwalki Gap, a strategic corridor connecting the Baltic nations to NATO territory through Poland.

These efforts are being conducted alongside the Vyčio Skliautas 2026 military and civil defense exercises, which run from September 25 to October 3. The drills involve approximately 3,000 officials and 1,000 volunteers, testing national mobilization, emergency alert systems, and the logistics of moving populations through various regions.

Vilmantas Vitkauskas, head of Lithuania’s National Crisis Management Center, noted that authorities are currently analyzing infrastructure capacity and logistics to establish a formal bilateral agreement. While the exercises test readiness for scenarios such as cyberattacks and energy disruptions, officials emphasize that these are preparatory training activities and do not indicate an imminent military threat.
