Poland and Lithuania plan Baltic civilian evacuation

Poland and Lithuania are developing a joint international evacuation plan to move civilians from Lithuania, Latvia, and Estonia into Polish territory in the event of a major military crisis. Officials from both nations are currently analyzing logistics, infrastructure capacity, and border procedures to ensure the Suwałki Gap—a critical strategic corridor—does not become a bottleneck during mass movement.

The planning is being conducted alongside Lithuania’s Vyčio Skliautas 2026 mobilization exercises, which involve approximately 3,000 officials and 1,000 volunteers. These exercises test responses to cyberattacks, sabotage, and disruptions to energy and communication networks. Lithuanian National Crisis Management Center head Vilmantas Vitkauskas noted that while Lithuania has an internal evacuation plan, this new component focuses on international cooperation.

A final, detailed plan will be established once a specific bilateral agreement is signed between Poland and Lithuania. Polish Defense Minister Władysław Kosiniak-Kamysz has indicated that Poland is prepared to assist in these efforts, citing the country’s experience in managing large-scale refugee movements.
