Poland: Electric scooter regulations and youth safety concerns

Authorities in Poland are addressing rising safety concerns and legal issues involving electric scooters and youth behavior. In Warsaw, city councilors have moved to support a position that could ban app-based rental scooters citywide and prohibit all electric scooters in the city center to protect pedestrians and reduce sidewalk clutter.

In several regions, police have intervened in incidents involving minors operating electric scooters without proper licenses or age requirements. In Elbląg, a 16-year-old was caught riding without a bicycle card, resulting in a 1,000 PLN fine for the father. Similar incidents occurred in Szczytno, where a 10-year-old collided with a pedestrian, and in Pniew, where a 12-year-old was caught riding on a roadway where it was prohibited. In these cases, parents faced significant fines for lack of supervision, and cases were referred to family courts.

Beyond transport, discussions regarding youth aggression and school safety have intensified. Following online threats and violent social media content, police in Gniezno have engaged with school directors to establish crisis procedures. Experts have noted that rising juvenile aggression may be linked to digital influences and adult behavioral patterns.
