Poland develops National Evacuation Plan with military cooperation

Poland is developing a National Evacuation Plan to coordinate the movement of civilians during wars, threats of war, or natural disasters. The Government Security Centre (RCB) is drafting the plan in cooperation with the General Staff of the Polish Armed Forces to ensure that civilian evacuation routes do not conflict with the movement of military equipment and emergency services.

The plan aims to integrate various regional and local procedures into a single, cohesive system. It will define evacuation routes via road, rail, water, and limited air travel, as well as identify assembly points, accommodation, and methods for notifying residents and securing abandoned property. The document will be valid for three years and subject to updates.

This initiative follows a memorandum signed in Stockholm on February 6, 2026, between Poland and nine other nations—Germany, Denmark, Sweden, Norway, Finland, Iceland, Estonia, Latvia, and Lithuania—regarding the temporary movement of civilians across borders during serious crises. The goal is to protect populations and ensure that civilian movement does not obstruct military operations.
