Poland develops new defense legislation to bolster national readiness
The Polish Ministry of National Defence is developing a new legislative framework, colloquially referred to as a ‘pre-war law,’ to enhance national readiness and address the legal gap between peace and martial law. The proposed bill aims to strengthen defense capabilities, improve coordination between military and internal security services, and adapt to hybrid, cyber, and disinformation threats. Key provisions include the ability to deploy Polish and allied troops more rapidly and the integration of Poland's Defense Response Plan with the NATO Response System.
One significant aspect of the draft is that it could provide a legal mechanism to extend the term of the Sejm if a constitutional state of emergency is declared. Additionally, the ministry is reviewing concepts for mandatory military training for reservists. While the current system relies heavily on volunteers, existing laws allow the ministry to call up members of the passive reserve for training of up to 90 days without new parliamentary approval.
Separately, new military procedures for responding to unauthorized aircraft, missiles, and suspicious objects in Polish airspace officially took effect on October 1. Officials noted that while military conscription is currently suspended, it remains legally possible to reinstate it at any time should the security situation and political will necessitate such a move.
