Poland examines terminating A2 motorway concession agreement

The Polish Ministry of Infrastructure is analyzing the possibility of terminating the concession agreement for the A2 motorway section between Nowy Tomyśl and Konin. This move follows significant and frequent toll increases implemented by the concessionaire, Autostrada Wielkopolska.

Data from the ministry indicates that between September 2015 and September 2026, toll rates for this section are projected to increase by approximately 141% to 145%, depending on the vehicle category. For passenger cars, the cost for the entire concessionary stretch will rise from 17 PLN to 41 PLN. The ministry noted that these increases significantly outpace cumulative inflation, which remained below 70% during the same period.

The current agreement, signed in 1997, allows the concessionaire to fund construction, maintenance, and repairs through user fees. Under the existing contract, the state lacks the authority to block price hikes as long as they remain within the limits established in the agreement. The contract is currently set to remain in effect until March 2037. The General Directorate for National Roads and Motorways has been tasked with analyzing the feasibility of ending the cooperation early.
