Poland motorway expansion and toll reforms
Entities: A4 motorway (Poland) · Polish Ministry of Infrastructure · A4 motorway (Katowice–Kraków segment) · Stalexport Autostrada · Generalna Dyrekcja Dróg Krajowych i Autostrad (GDDKiA)
Overview
In late July 2026 the Polish Ministry of Infrastructure announced two parallel road‑infrastructure initiatives. A contract was signed to add extra lanes to the A2 motorway between Warsaw and Łódź, with construction to begin under traffic in October 2026 and the Warsaw‑Lowicz section slated for completion by the end of 2027 and the Łódź stretch by early 2028. At the same time, the concession for the A4 Katowice‑Kraków segment is set to end in March 2027, after which passenger‑car users will travel toll‑free from March 2024 and a third lane is planned for the 2030s.
A follow‑up report three days later detailed the hand‑over of the 61‑km A4 stretch to the state road authority (GDDKiA) at midnight on 15‑16 March 2027. The current concessionaire, Stalexport Autostrada, is completing a second‑phase renovation, resurfacing additional kilometres, upgrading the Balice toll plaza and adding new service areas. The state plans to lower tolls for lighter vehicles, eliminate manual toll gates and eventually widen the motorway to three lanes after the concession expires.
Together, the snapshots show a coordinated effort to expand capacity on the A2 corridor while transitioning the A4 segment to public control, reducing tolls and preparing for future lane additions to alleviate chronic congestion.
