Poland Sejm passes law limiting medical staff salaries and working hours

The Polish Sejm has passed a new law aimed at regulating the compensation and working conditions of medical professionals. The legislation introduces a maximum hourly rate of approximately 240 PLN gross and caps total monthly earnings at roughly 76,900 PLN gross for those working the equivalent of two full-time positions.

Key provisions include a limit on total working hours to 320 per month and a requirement for medical staff—including doctors, nurses, midwives, physiotherapists, and paramedics—to be employed for at least a half-time position. Additionally, working for a second employer now requires the consent of the current employer.

The law also enhances the oversight capabilities of the National Health Fund (NFZ) and the Agency for Health Technology Assessment and Tariff System. A controversial amendment, referred to as ‘lex Kacprzyk’, allows the NFZ President to ban medical professionals from the public healthcare system for periods ranging from one month to eight years, or life for repeat offenses, in cases of fraudulent activity or falsifying medical documentation.

These measures follow significant debate regarding high medical salaries and financial instability within the healthcare sector, particularly concerning the rising debt of county hospitals.
