Poland digital health reforms & e‑care expansion
Entities: National Health Fund (NFZ) · Poland · Ministry of Health (Poland) · Polish Ministry of Health · Lekarz PLUS
Overview
Poland’s digital‑health programme keeps widening. The e‑prescription system now permits split dispensing, with a pilot in Łódź and Kalisz that began 18 June and a nationwide rollout set for 1 July. From 1 July 2026 patients may also collect later packages of a shared e‑prescription at any pharmacy that supports partial fulfilment, a change expected to cover about 60 % of pharmacies by month‑end.
A third drug‑reimbursement list for 2026 adds 25 new therapies and earmarks 1.1 bn PLN for innovative technologies, while co‑payment cuts and tax‑relief extensions aim to lower patients’ out‑of‑pocket costs.
Centralised e‑registration of specialist, diagnostic and preventive appointments becomes mandatory. The system, already covering cardiology, mammography and HPV testing, added eight specialties on 1 August 2026 (angiology, infectious disease, endocrinology, hepatology, immunology, nephrology, neonatology, pulmonology) and is slated to include 40 categories by the end of 2027, accelerating the original four‑year plan.
Telemedicine services now encompass remote consultations, e‑prescriptions, e‑sick leaves and e‑referrals via secure platforms, integrated with the Lekarz PLUS practice‑management software.
The Competition and Consumer Protection Office opened proceedings against Rapiomed for misleading e‑prescription and sick‑note services, while the Ministry flagged data‑synchronisation errors that produced unavailable same‑day cardiology slots.
The pharmacy sector contracted by 1.8 % to roughly 11 000 outlets, with a 3 % drop in staff, even as prescription‑drug sales rose 13.1 % and 97.8 % of prescriptions were issued electronically, increasing pressure on remaining pharmacies.
Emergency departments (SOR) are limited to life‑threatening cases and do not issue routine prescriptions, referrals or extended sick‑leave certificates; audits revealed severe staffing shortages, over‑long shifts and occasional privacy lapses during triage. Experts also call for simplifying adult‑vaccination reimbursement and digital access to boost uptake.
