Poland proposes salary caps and work limits for doctors

The Polish government, led by Prime Minister Donald Tusk, has announced a major reform package aimed at curbing excessive earnings and potential abuses within the public healthcare system. The proposed legislation targets doctors receiving compensation from the National Health Fund (NFZ).

Key provisions of the reform include a cap on doctors' working hours, limiting them to a maximum of two full-time positions. Under these rules, the maximum annual salary for a doctor working two positions would be approximately 900,000 PLN. Additionally, the proposal sets a maximum hourly rate of 240 PLN gross and moves away from a system where pay is tied to the percentage value of performed medical procedures.

To increase transparency, the government plans to mandate that medical entities publish tender announcements and financial conditions online. The reform also aims to address gaps in health insurance contributions. The legislation is expected to enter into force one month after its approval, with a shortened six-month transition period for existing contracts, rather than the previously suggested twelve months.
