Poland: New regulations for vehicle first aid kits and high-value transactions
The Polish Ministry of Infrastructure has released a draft proposal regarding mandatory first aid kits in vehicles. Starting April 31, 2027, the requirement will only apply to new vehicles registered after that date. This measure aims to avoid imposing additional costs on owners of older vehicles. The proposed kit requirements are minimal, potentially including items such as bandages, compresses, and adhesive strips.
Separately, new European Union Anti-Money Laundering Regulations are set to take effect on July 10, 2027. These rules target high-value transactions to prevent money laundering. For motor vehicles priced above 250,000 euros, sellers must perform full Customer Due Diligence (CDD), which includes verifying personal identification numbers (PESEL in Poland).
The regulations also introduce cash payment limits. Transactions exceeding 10,000 euros must be completed via bank transfer or card. For transactions between 3,000 and 10,000 euros involving cash, sellers must also conduct CDD procedures. These specific restrictions apply to business entities; transactions between two private individuals remain exempt from these cash and verification mandates.
