Poland plans new regulations for electric scooter parking and usage
The Polish government is preparing new regulations to address the challenges posed by electric scooters in urban areas. Infrastructure Minister Dariusz Klimczak has announced plans to introduce mandatory parking zones for public rental services. Under these proposed rules, local governments would be required to designate specific areas for picking up and dropping off scooters. Improperly parked vehicles could be removed at the expense of the operator or owner.
In Jaworzno, the Municipal Road and Bridge Management (MZDiM) rejected a local proposal to ban electric scooters from velostradas or limit their speed to 12–15 km/h. Officials argued that such restrictions would be difficult to enforce and could create safety risks by increasing the speed differential between scooters and electric bicycles, which can exceed 30 km/h.
Other cities, such as Warsaw, have already taken local action by signing agreements with major operators like Bolt, Dott, and Lime to tighten usage rules following resident complaints regarding chaotic parking.
