Poland pushes pre‑emptive strike doctrine and sovereign‑balance strategy

Poland’s defence planning is moving toward a doctrine that includes pre‑emptive strike capability. The Program for the Development of the Armed Forces of the Republic of Poland (PRSZ) to 2039 states the army must be able to hit critical enemy targets far beyond its borders before an invasion begins. Current shortfall of long‑range missiles is noted, with the United States already fielding such weapons and Europe developing its own. Polish generals, including Stanisław Koziej and Leon Komornicki, argue that this shift from purely defensive to offensive deterrence is essential for modern warfare.

Separately, political scientist Leszek Sykulski has outlined a “sovereign‑balance” doctrine for Poland. He proposes ending Poland’s role as a “strategic buffer” and instead positioning the country as a neutral bridge between the West and the East. The proposal calls for normalising relations with Russia and Belarus, expanding trade links via the Silk Road and BRICS, and leveraging Poland’s geographic location as a Eurasian‑Western trade hub. The document envisions Poland by 2040 as a sovereign, non‑aligned intermediary rather than a front‑line combatant.
