Overview
As the war in Ukraine enters its fifth year, analysts suggest that Vladimir Putin may increasingly rely on unpredictable hybrid warfare tactics to test NATO unity. NATO has stated that Russia “bears full responsibility for the airspace violations,” describing them as “dangerous and unacceptable” and indicative of “Russia’s increasing tolerance for risk.” In response to these incursions, Ukraine has submitted a priority list of urgent air and missile defense requirements to NATO officials, emphasizing that timeliness is more critical than volume for protecting lives during the upcoming winter.
In Poland, Prime Minister Donald Tusk has warned of an increasing Russian threat, citing a “quite precise report” from CIA Director John Ratcliffe regarding potential security threats. This intelligence suggests possible Russian provocations at border crossings and acts of sabotage within Poland. While Tusk noted that recent cooperation between Polish and Ukrainian services prevented a direct threat to a specific border crossing, he emphasized the urgent need to strengthen borders, counterintelligence, and the protection of critical infrastructure.
To mitigate hybrid threats, Poland is investing in anti-drone shields and fleets. However, State Assets Minister Wojciech Balczun noted that legislative gaps currently restrict the ability to formally intercept drones over sensitive sites. Meanwhile, Russian envoy Nikolai Kortsunov warned that the lack of substantive communication between Russia and NATO increases the risk of “uncontrolled military escalation.”
