The Polish Armament Agency has signed a major framework agreement with Mesko S.A. for the production and delivery of several thousand Piorun man-portable air-defense systems (MANPADS). The contract, valued at approximately 8 billion PLN (roughly €1.86 billion), represents a historic milestone as a procurement consortium formed by sovereign states rather than private companies.

The consortium includes Poland, Lithuania, Latvia, and Norway. Poland, acting as the leader, will receive over 80 percent of the ordered systems to bolster its national air defense. The remaining portion will be distributed among the allied nations. The procurement is supported by the European Union's Security Action for Europe (SAFE) program, a mechanism designed to facilitate joint defense acquisitions and strengthen European industrial capacity.

The comprehensive order encompasses not only the missiles and launchers but also simulators, training, and logistics packages. Deliveries under this agreement are scheduled to be completed by 2030. The Piorun system, which has gained international recognition following its combat use in Ukraine, is designed to engage low-flying targets such as aircraft, helicopters, cruise missiles, and drones.
