Poland telecommunications market sees major subscriber shifts and unclaimed funds

The Polish telecommunications market is experiencing significant shifts following the implementation of the Electronic Communications Law. In 2025, the Office of Electronic Communications (UKE) received approximately 27 million PLN from unclaimed prepaid account balances. Under the new regulations, which took effect in late 2024, these funds are intended to be transferred to the National Health Fund, though the transfer has not yet occurred.

Simultaneously, market data for the second quarter of 2026 reveals high levels of subscriber mobility. Over 361,000 mobile numbers changed providers within a 90-day period. Orange emerged as the leader among the ‘Big Four’ operators, gaining nearly 20,000 numbers in the second quarter. In contrast, Polkomtel (Plus) faced a significant decline, losing over 35,000 numbers in the same period, contributing to a total loss of more than 67,000 subscribers in the first half of 2026.
