Polish telecommunications market trends
Overview
The Polish telecommunications market is undergoing shifts in subscriber mobility and regulatory oversight. Following the implementation of the Electronic Communications Law in late 2024, the Office of Electronic Communications (UKE) reported receiving approximately 27 million PLN from unclaimed prepaid account balances in 2025. These funds are designated for transfer to the National Health Fund, though the transfer has not yet been completed.
Market data from the second quarter of 2026 indicates high levels of subscriber churn, with over 361,000 mobile numbers changing providers within a 90-day period. Among the ‘Big Four’ operators, Orange has emerged as a leader by gaining nearly 20,000 numbers in the second quarter. Conversely, Polkomtel (Plus) has seen a significant decline, losing over 35,000 numbers in that period and totaling a loss of more than 67,000 subscribers throughout the first half of 2026.
