Poland to introduce new regulations for electric scooters

Poland's Ministry of Infrastructure is preparing new regulations to manage the rising number of electric scooters and personal transport devices (PTDs). Infrastructure Minister Dariusz Klimczak announced that the government aims to crack down on “electric monsters”—vehicles that resemble scooters or bicycles but possess motorcycle-like capabilities.

Proposed legislative changes involve updating laws regarding vehicle homologation and driver requirements, with potential implementation as early as spring 2027. A key component of the reform is granting the Transport Technical Supervision more authority to decide which devices are permitted for use in Poland. Additionally, municipal guards may receive expanded powers to monitor users.

In light of these safety concerns, local authorities, such as the Toruń police, are reminding users of current traffic rules. Riders must prioritize bike lanes and may only use roads where speed limits are 30 km/h or less. On sidewalks, where permitted, riders must travel at a speed similar to pedestrians and yield right-of-way. Current rules also specify age-based requirements: those under 13 must ride in residential zones under adult supervision, while those aged 13 to 18 require specific permits, such as a bicycle card or AM/A1/B1/T driving licenses.
