Poland to simplify driver licence exams for tractors and cars from 2027

The Polish government has drafted amendments to the Road Traffic Act that will modernise driver‑licence training and testing. The reforms will keep a passed manoeuvre‑test result on record for 24 months, allowing candidates who fail the road‑driving part to retake only that portion. For categories B and B1 the traditional manoeuvre‑test on a closed course will be eliminated entirely.

Theory exam results will also be valid for only 24 months; otherwise candidates must retake the theory component. A digital learner card will record each driving lesson with GPS data, and internal practice exams will be video‑recorded and stored for up to 90 days. The question bank for the theory test will be reduced from about 3,500 to a maximum of 1,500 items, overseen by a new Exam Centre at the Institute of Road Transport.

Most provisions are scheduled to take effect on 1 January 2027, with additional obligations for driving schools phased in through July 2027, January 2028 and January 2029. The changes are expected to lower costs and stress for young farmers seeking a category T licence, while existing T licence holders retain their current rights.
