Poland traffic safety crackdown expands

Overview

The 2024‑2026 road‑safety programme continued its intensive enforcement phase through July 2026. Separate incidents underscored the hazards of unsafe behaviour, including a 19‑year‑old rider striking a 71‑year‑old pedestrian in Wolbrom and fleeing, and a 26‑year‑old driver with a court‑imposed ban causing a fatal pedestrian collision in Józefów. On 24 July, Olsztyn police intervened after teenagers rode electric scooters inside the Galeria Warmińska mall, damaging a lift and endangering shoppers; the youths were handed to their parents and the case referred to family court. In Działdowo, reckless stunts on municipal parking lots—drifting a BMW and driving a Citroën on a hood— resulted in substantial fines, penalty points and licence suspensions. The programme also moved toward broader legislative reforms. Effective 3 September 2026, a mandatory probation period will apply to new category B drivers: two years for those aged 18 and over, up to three years for 17‑year‑olds, with stricter penalties including possible five‑year suspensions for driving while already suspended. All indefinite licences issued before 19 January 2013 must be exchanged for time‑limited documents between 19 January 2028 and 18 January 2033, affecting roughly 15 million holders; new licences will be valid up to 15 years for categories A and B. In late July, police began using high‑altitude drones to monitor compliance at STOP‑sign intersections and railway crossings, issuing fines of up to 300 zlotys and assigning demerit points to violators.
