Poland's National Health Fund shifts payments to manage budget gap

The Polish National Health Fund (NFZ) is implementing strategic financial measures to manage a significant budget deficit. NFZ President Filip Nowak reported that while the current budget gap stands at 14 billion PLN, it has been reduced by approximately 10 billion PLN through state subsidies, adjusted service valuations, and cost-saving measures.

To provide immediate financial relief, the NFZ is shifting 6–7 billion PLN in payments for services performed beyond established limits (over-performance) to the next fiscal year. This move aims to prioritize essential services such as oncology and childbirth. However, Nowak noted that fully funding unlimited services could require an additional 22–25 billion PLN by 2027, suggesting that discussions regarding health insurance contribution rates for privileged groups may be necessary.

Simultaneously, new digital regulations will take effect in September to automatically verify e-prescriptions and prevent errors. Meanwhile, medical organizations have raised concerns regarding new NFZ rules effective October 1, which link primary care funding to quality indicators, such as patient participation in preventive screenings. Doctors warn that these financial penalties for clinics may be unfair, as they depend on patient decisions beyond their control.

Public sentiment reflects these pressures; a recent survey indicates that Polish citizens prioritize increased state spending on health, security, and education, while favoring budget cuts in administration and social benefits.
