Poland: Ukrainian arrivals increasingly registered as tourists
Ukrainian citizens entering Poland are increasingly being registered as tourists rather than individuals seeking temporary protection. Humanitarian organizations and the Helsinki Foundation for Human Rights report a notable decline in refugee registrations following a presidential veto by Karol Nawrocki in August 2025. The veto blocked an extension of previous assistance measures, leading to new, more stringent regulations that took effect in March 2026.
Data from the Medyka border crossing illustrates this trend: refugee registrations fell from approximately 9,000 in early 2026 to just 359 by June 2026. Under the current system, those seeking PESEL UKR status must personally apply at a local municipality within 30 days of crossing the border. While temporary protection remains valid until March 4, 2027, entering the country does not automatically grant this status.
