Administrative and registration challenges for Ukrainians in

Overview

Ukrainian refugees in Poland face increasing administrative and financial scrutiny regarding their legal and tax status.

Tax authorities have intensified investigations into the tax obligations of Ukrainian citizens, particularly those working remotely for Ukrainian companies. Legal experts note that residency is determined by the “center of vital interests,” which may require individuals to report global income to Polish authorities. Additionally, hospitality businesses that provided humanitarian aid face VAT disputes, as the National Revenue Administration (KAS) has in some cases classified state-funded aid as taxable commercial revenue.

Regarding social security and legal status, the Social Insurance Institution (ZUS) and municipal authorities have emphasized critical identity verification requirements. Individuals—including many children—who obtained a PESEL number with UKR status without presenting a valid travel document were required to verify their identities at a municipal office by August 31, 2026. Failure to comply results in an automatic status change to NUE on September 1, 2026, causing the expiration of temporary protection and the loss of eligibility for the 800+ child benefit program. This loss of status also impacts future residency, as a valid PESEL UKR is a prerequisite for obtaining a CUKR residence card.

There is also a documented shift in how Ukrainians enter the country. Following a presidential veto in August 2025 that blocked the extension of certain assistance measures, new regulations took effect in March 2026. Consequently, many Ukrainians are increasingly being registered as tourists rather than seeking temporary protection, limiting their legal stay to 90 days within a 180-day period in the Schengen Area. Data from the Medyka border crossing shows refugee registrations dropped from approximately 9,000 in early 2026 to 359 by June 2026.
