Poland vehicle fleet and highway infrastructure update

Poland's vehicle fleet reached 24.4 million passenger cars by the end of 2025, averaging 652 cars per 1,000 residents. Total registered vehicles, including tractors, stand at 32 million. While the fleet is gradually modernizing, electric vehicles account for only 0.5% of the total market.

Regarding infrastructure, Poland has 5,416 km of high-speed roads, consisting of 1,896.9 km of motorways and 3,519.1 km of expressways. The expansion of expressways is significantly outpacing motorway construction.

Three major concession-managed motorway sections remain toll-based for passenger cars: the A1 (Gdańsk to Toruń), the A2 (Świecko to Konin), and the A4 (Katowice to Kraków). The A4 concession is set to expire on March 15, 2027, at which point the Ministry of Infrastructure plans to transfer management to the GDDKiA to make the route free for passenger cars. Tolls on the A2, managed by Autostrada Wielkopolska, have seen recent increases, with drivers encouraged to use the videotoll system to receive discounts.
