NATO and Poland warn of rising Russian hybrid threats

Polish Foreign Minister Radosław Sikorski has warned that NATO allies must prepare for a decisive response if Russian hybrid attacks result in loss of life. Highlighting an increase in sabotage operations, including drone incursions and arson, Sikorski noted that while material damage is one level of threat, human casualties would necessitate urgent NATO deliberations.

To counter these activities, Sikorski proposed several measures: closing Russian consulates, restricting the movement of Russian diplomats, requiring biometric passports for Russian citizens entering the EU, and significantly reducing tourist visas. He noted that EU member states issued nearly 500,000 tourist visas to Russians last year.

In a separate strategic development, NATO General Alexus Grynkewich presented a ‘theory of victory’ at a security forum in Warsaw. The framework aims to ensure the alliance can effectively block initial attacks, contain subsequent offensives, and ultimately break enemy forces without seeking intentional escalation.

Meanwhile, Poland and Lithuania continue to coordinate their security responses, focusing on strengthening NATO's eastern flank. Lithuania has committed to spending 5 percent of its GDP on defense to address the evolving security landscape.
