Poland waste fees policy prompts resident dispute and municipal price hike

A Warsaw resident contacted the Bródno housing cooperative to ask whether a month‑long vacation would exempt him from the monthly 85‑zł waste‑collection charge. The administrator explained that fees are linked to actual residence; only a prolonged absence of about six months, demonstrably leaving the dwelling empty, could qualify for exemption, as required by national law.

Separately, the city council of Hrubieszów approved a new ordinance raising rates for garbage and sewage removal. The proposal sets maximum charges for segregated and mixed waste containers, and increases fees for liquid waste from private septic tanks, aiming to curb price‑ gouging by private firms and encourage segregation. The changes take effect 14 days after publication in the regional official journal.
