Poland’s recycling system faces complaints, fee tweaks

Overview
Poland’s deposit‑return scheme, launched in October 2025, continued to expand in 2026. By June a record 700 million plastic bottles and metal cans were returned, bringing the cumulative total to about 2.3 billion containers (roughly 87 % of returns) across 64 000 points, including 14 000 automated machines. Reusable glass bottles up to 1.5 L were added later that year.
Consumer complaints surged in July 2026 as users reported frequent breakdowns of the automated return machines (butelkomaty), long queues and occasional refusals by store staff to accept containers. The Consumer Protection Office logged the complaints; retailers must still accept eligible containers when machines are out of order, provided they are intact and bar‑coded. Critics describe the deposit as an additional tax and note the extra travel, fuel use and CO₂ emissions.
Municipal waste‑collection fees also evolved. Katowice introduced the mObywatel mobile app, showing electronic confirmation of fees. Rejowiec Fabryczny chose to retain its resident‑based fee structure, citing administrative costs of change. Olsztyn raised its charge from 11.70 zł to 13.90 zł per cubic metre of water, citing higher operating costs and a low 37 % recyclability rate for yellow‑bin material. Bogatynia rolled out new residential and non‑residential rates from 1 August, offering a 5 zł discount to households that compost organic waste. Exemptions for certain property owners remain possible but require an application.
Authorities continue to stress correct sorting—e.g., paper towels must not go into blue paper‑recycling bins—to protect processing equipment. Police in Katowice completed drone‑training to locate illegal waste sites, improving inter‑agency coordination.
