Poland's Deposit Return System Shows Rapid Growth Amid Legislative Push

In its first year, Poland’s nationwide deposit return system has attracted considerable participation. Ministry of Climate and Environment data show that by the end of June 2026 consumers returned 2.3 billion packaging items through a network of 64,000 return points, including 14,000 automated machines, which handled 87 % of all returns. The rapid expansion has eased early concerns about queues, receipt requirements and limited availability, as small retailers also opened collection points.

Parliamentary scrutiny has intensified, with more than 50 Law and Justice (PiS) MPs submitting an interpellation to the ministry. They warn that the system’s current reliance on commercial operators could lead to organisational chaos and higher waste‑removal fees for households. The MPs propose legislative changes to allow municipalities to become operators, strengthen waste‑sorting facilities and clarify the handling of unclaimed deposits. Rafał Staniszewski, Business Development Manager at Envipco Polska, notes that the system’s success depends on reliable infrastructure and coordination among producers, operators, retailers and technology providers.
