Poland's Energy Regulator Sets Remote Meter Deadline, Penalties Up to 15% Revenue
All multi‑unit residential buildings in Poland must replace heat and hot‑water meters with devices capable of remote reading by 1 January 2027. The requirement applies to blocks, apartment houses, housing cooperatives and similar properties.
The Energy Regulatory Office (URE) can impose a fine of at least 10,000 złoty for non‑compliance, with the upper limit reaching 15 % of the offender’s annual revenue from the previous year. In addition, the URE President may fine an individual manager of the housing entity up to 300 % of that person’s monthly salary.
Main water meters are replaced free of charge by the water supplier; owners are responsible only for sub‑meters or private‑installation devices. The rule is part of a nationwide overhaul of water‑ and heat‑metering following amendments to the Energy Law.
