Overview
In early July 2026, Poland broadened its Clean Air programme, covering up to 99% of heat-pump replacement costs in regions like Mazowieckie and towns such as Ząbkowice Śląskie to reduce heating bills and improve air quality ahead of a 2027 deadline.
On 27 July, the government issued a decree requiring all water and heat meters without remote-reading capability to be replaced by 1 January 2027. This applies primarily to multi-unit residential buildings, cooperatives, and apartment houses. While utilities will replace main water meters free of charge, owners must fund sub-meters or private devices. The Energy Regulatory Office (URE) can fine non-compliant property owners at least 10,000 zł, with penalties reaching up to 15% of the offender’s previous-year revenue or up to 300% of a housing manager’s monthly salary.
The decree also introduced anti-smog measures, phasing out coal, eco-coal, and pellet heating while banning unclassified "kopciuchy" boilers. Class-3 and class-4 units must retire by 2027-2028, while class-5 units may operate until a full fossil-fuel heating ban in 2040. New residential buildings must meet zero-emission standards by 2030.
On 30 July, industry leaders Janusz Starościk, Bartosz Kwiatkowski, and Damian Majer called for a technology-neutral, hybrid transition, emphasizing staged decarbonization to combat smog, which causes approximately 40,000 premature deaths annually. They warned of high climate-policy costs, similar to the UK's projected £40 billion yearly expense, alongside rising electricity bills and the need for community "warm hubs."
