Poland's Finance Minister Andrzej Domański faces stalled tax reforms and proposed bank CIT hike

Minister of Finance and Economy Andrzej Domański has seen none of his ministry's projects placed on the cabinet agenda since mid‑June, despite other ministries advancing their drafts. The last Finance Ministry proposal entered the agenda on 16 June, and officials say a new excise‑tax reform is now expected only in the fourth quarter of 2026.

At the same time, Minister of Funds and Regional Development Katarzyna Pełczyńska‑Nałęcz announced that the corporate income tax (CIT) on banks, already raised to 30 %, could be increased further. She argued that banks enjoy “huge excess liquidity” and that an additional hike could generate several billions of zlotys for the state budget, helping to relieve high‑tax‑paying individuals.

The combination of delayed legislative scheduling and the push for higher bank taxation highlights ongoing tensions within the Polish government over fiscal policy and revenue needs.
