Poland's municipal housing programmes allocate new flats under renovation schemes

Polish cities are assigning communal apartments to tenants who will renovate them, a practice highlighted in Tychy where the municipal housing board has 236 vacant units slated for refurbishment. By the end of March 2026 the board plans to remodel 68 apartments, and four families have already taken advantage of the self‑renovation option offered since February 2026.

At the national level, over 75 million PLN has been spent on a programme covering 260 communal flats. The scheme was meant to assist households earning too much for subsidised housing but insufficient for a mortgage, with Social Rental Agencies targeting rents about 20 % below market rates. Critics argue the programme has been costly and inefficient, questioning its impact on housing affordability.
