Poland's National Health Fund faces funding dispute over new controllers

The National Health Fund (NFZ) is seeking to hire over 400 additional controllers to combat systemic irregularities, such as physician bilocation and 'upcoding'—where facilities inflate service claims to increase revenue. However, the initiative faces a significant funding gap, with an estimated cost of 500 million PLN over the next decade. Because the NFZ is subject to a stabilizing expenditure rule, additional state funds cannot increase the deficit starting in 2027.

The Ministry of Finance has expressed opposition to the additional costs, suggesting the health ministry find funds within its existing budget. Proposed solutions include limiting medical research spending or adjusting minimum wage increases in the State Sanitary Inspection, though both would require legislative changes.

Separately, regional investments are underway in Poland. The Podkarpackie Voivodeship has approved significant funding for healthcare, including new ambulances for Przemyśl and Rzeszów, and scholarship programs for students. In the Hrubieszów district, over 7 million PLN has been allocated for road renovations, while Korzenna is proceeding with a 10.5 million PLN project to build a traditional crafts center. In Kuźnia Raciborska, plans are moving forward for a new 10 million PLN emergency services center to replace a structurally unstable fire station.
