Poland's Orlen Synthos Green Energy seeks SMR support amid partner dispute

Polish joint venture Orlen Synthos Green Energy (OSGE) has asked the government to adopt a Contract for Difference (CfD) scheme to back the construction of 14 small modular reactors (SMR) of the BWRX‑300 type. The plan envisions the first 300 MW block at Włocławek to start operating in 2032, with additional sites at Stawy Monowskie near Oświęcim and Stalowa Wola. OSGE says the CfD model will provide predictable revenue, lower investment risk and enable a cost‑effective nuclear fleet. “Rozdílové smlouvy pro 14 bloků nám umožní vybudovat v Polsku flotilu reaktorů BWRX‑300,” said CEO Rafał Kasprów.

At the same time, Orlen and its partner Synthos are locked in a dispute over the governance of the Włocławek project. The disagreement centres on the definition of the “General Partner” role and the allocation of decision‑making rights. Orlen argues its financial contribution is larger than its share of ownership and seeks greater control, while Synthos resists changes to the existing agreement. The conflict has stalled progress on the Włocławek SMR, although the Stawy Monowskie site remains unaffected.
