Poland's Transport Minister Dariusz Klimczak Weighs Mandatory Insurance for E‑Scooters

Transport Minister Dariusz Klimczak said the government is reviewing how to regulate electric scooters, including the possibility of compulsory liability insurance (OC), registration and homologation, mirroring Germany's approach. He noted that the process has already started under the current homologation law and that tighter rules are being discussed with police and the Ministry of Interior and Administration.

Poland has seen a sharp rise in e‑scooter accidents, with 1,164 incidents and 11 fatalities reported in 2025, prompting stricter local measures such as speed limits, bans in certain parks and age restrictions – children under 13 are prohibited from riding, while those 13‑18 must hold a cycling card or a driving licence. The minister described e‑scooters as "electric monsters" and emphasized the need for legislation to keep pace with the growing use of these personal transport devices.
