Polish municipalities implement local civic engagement initiatives

Various Polish municipalities are implementing initiatives to increase civic engagement and local development through participatory budgeting, smart village concepts, and accessibility improvements.

In Inowrocław, a 2,000,000 PLN participatory budget has been established for 2027, split equally between city-wide and neighborhood-specific projects. Residents can submit up to two proposals, with voting scheduled for late 2026.

Płock has concluded its 15th participatory budget cycle, selecting several projects totaling nearly 7.5 million PLN. Winning initiatives include sports facility upgrades and digital development projects. Similarly, in Czarnków, residents voted electronically to fund projects such as a covered recreational space for a local kindergarten.

Other local governance efforts include Gmina Grodziec’s Smart Village consultations, funded by the European Union, to identify community priorities. In Bychawa, a grant is being used to improve the architectural and informational accessibility of the municipal office for people with disabilities and the elderly. Additionally, Bytom is preparing for youth council elections to allow younger residents to participate in local decision-making processes.
