Poland's deposit system faces uncertainty over 1.5 billion PLN in uncollected funds

Operators of Poland's deposit return system are seeking clarity from the Ministry of Climate and Environment regarding approximately 1.5 billion PLN in uncollected deposits. While these funds are intended to cover the costs of collection, transport, and sorting, industry leaders report a lack of legal guidance on when and how these balances can be used to finance ongoing operations.

Industry representatives, including Aleksander Traple of Zwrotka and Biosystem, have noted that while the law suggests these funds should support the system, it remains unclear if they can be used for current operational expenses during the fiscal year. This ambiguity is compounded by delays in settlements between operators, which can sometimes take up to two months, potentially impacting the liquidity of participating companies.

The deposit system, which became fully operational in early 2026, covers PET bottles, metal cans, and glass. Despite the system's growth, the discrepancy between collected and returned deposits has raised significant financial and regulatory questions for the sector.
