Polish organizations propose new distribution models for tourist fee
Various Polish organizations are advocating for specific distribution models regarding the proposed tourist fee. The Association of Polish Voivodeships (ZWRP) has proposed that regional governments and regional tourism organizations be included in the revenue distribution system. The ZWRP argues that voivodeships perform supra-local tasks, such as implementing regional tourism strategies and conducting promotional campaigns, which are currently not accounted for in legislative drafts that focus on municipalities and the Polish Tourism Organization.
Simultaneously, the Polish Independent Hotels organization has appealed to Prime Minister Donald Tusk for a compromise model. While supporting the idea that municipalities should receive significant funds to cover infrastructure and service costs caused by tourist influx, they warn that allocating 100% of the fee exclusively to municipalities could jeopardize national-level tourism promotion. They suggest a model where, for example, 10% of the revenue is allocated to the Polish Tourism Organization to fund nationwide marketing efforts, arguing that tourism development requires both local and national investment.
