Polish Prosecutors End 'Two Towers' Corruption Probe

Warsaw prosecutors dismissed the long‑running investigation into the alleged fraud surrounding the so‑called “two towers” project in Warsaw. Deputy prosecutor Małgorzata Szeroczyńska concluded there was “brak znamion przestępstwa” (no signs of a crime), and the decision was presented as well‑grounded by spokesperson Piotr Skiba.

The case involved Austrian businessman Gerald Birgfellner, who claims he was owed €1.3 million for work on the tower project linked to a foundation associated with former Prime Minister Jarosław Kaczyński. The original scandal erupted after a 2019 GW publication of a transcript of a conversation between Kaczyński and Birgfellner. Earlier prosecutors under the previous government also refused to launch a probe.

The current dismissal limits the right to appeal to Birgfellner only for the first alleged offence, while the other two alleged acts – a €50 k payment to a former priest and a €100 k bribe – are not contestable. Opposition politicians and media accused the prosecutor’s office of political interference, while the Justice Ministry defended the decision as legally sound.
